There are ways to simulate it with scanline, but it's not easy.
Mental ray can be faster, much more accurate and cleaner than vray, you just have to learn how to use it properly.
I would suggest just going scanline, but trying to simulate it with the standard lights that max have. If you can acheive it, then your render times will be impressively faster than using a GI system, but it is much more difficult to get, GI is basicly a click click done system in most render engines whereas setting up your own lighting takes a hell of a lot of tweaking.
