Hi Michael, I did this recently in a spot.
What I did, was skinned a long cone (stem) with bones, and animated the bones from a curled-up position, to a straight position. Then I linked the flower petals and leaves to the bones, grouped the whole thing, and used pflow to scatter the flowers over a plane. I think the result was pretty nice...you can see the finished result here:
