i guess he try's to tell that he is actually seeing every thing like this at his screen but he created this image in psp to recreate the problem he has. (hope get it right)
the problem is either from your screen or you grapics card would be my guess. First try to upgrade you nvidia driver if this doesnt change anything try to test you pc on another screen. if it still happens your graphic card could have a physical damage if you have a gurantee on it try to change it oterwise i thing you have to buy a new card...
