Well there's 3 ways you could do it.
For the lashes:
1. Make a rectangular plane and put that where the lashes go. Paint a color and a transparency map.
2. Model each lash seperately. If you're going for somewhat stylish this might be ok, but if it's photorealistic that would turn out to be a lot of geometry.
3. Use Maya Fur. Select the faces where they would go and duplicate them. Put fur in a straight line on the new geometry, painting length and baldness maps to get the look you want.
For the Eyebrows:
1. Again Use maya fur and basically the same method as about, but there''ll be more hairs.
2. Paint an eyebrow texture on the faces color map.
3. Model an eyebrow and again paint color and transparency maps.
It all depends on how realistic it needs to be, and how expensive you can get.
Thanks for replies. I couldn't locate the paint effects brush, so im trying the fur technique, though i'm having a little trouble controlling it, since it's my first time ever touching it.
