Hey man, It's a little difficult animating, and understanding alot of motion in a character like that. It reminds me of something that i'd modled and rigged a few months ago.

One thing that i had alot of problems with, and even scrapped the first complete model/rig for was there was not enough facial control. Mostly there wasn't enough in the brow. So i see your character has one, but i cant tell if you have any controls in the rig, i dont see any bones, but you can have morphers. here is a video of how i rigged some of the features on mine, hopefully that will give you some ideas or solutions.
Also a few things to keep in mind while animating him are the mass of weight in his jaw, which should move as he shifts his weight. And the tail needs to be used for two things; showing secondary motion, and most importantly - EMOTION! because he dosn't have a large body, you need to use every bit of it to show what he is thinking/feeling.
